Integrasi pendidikan madrasah dalam sistem pendidikan nasional: analisis kebijakan dan tata kelola di kementerian agama
Abstract
The integration of madrasah education into the national education system represents a strategic policy agenda in Indonesia aimed at ensuring equity, quality, and sustainability of religious-based education. Although madrasahs have been formally and legally recognized as part of the national education system, the practical implementation of integration policies continues to face various structural challenges that hinder substantive integration. This article aims to analyze education policies and governance of madrasahs under the Ministry of Religious Affairs by examining the extent to which integration policies have been implemented and identifying key challenges in their governance practices. This study employs a qualitative approach with a policy and education governance analysis design, utilizing document analysis, regulatory review, and a systematic examination of relevant scholarly literature. The findings reveal that madrasah integration has largely remained administrative and normative in nature, characterized by funding disparities, quality gaps, overlapping central–local authority, and weak inter-ministerial coordination. Furthermore, tensions persist between the demands of national education standardization and the preservation of the distinctive Islamic identity of madrasahs. This article proposes policy implications emphasizing the need to reformulate madrasah integration through strengthened collaborative governance, the implementation of fiscal equity, and policy approaches that are sensitive to the unique characteristics of Islamic education. These findings are expected to contribute to the development of more equitable, inclusive, and sustainable madrasah education policies within the framework of the national education system
