Abstract

Sustainable water resource accessibility is a critical issue in Indonesia’s development agenda, given the persistent disparities in clean water distribution across regions. Despite its abundant water resources, Indonesia faces significant challenges in implementing existing regulations, including policy misalignment, weak inter-agency coordination, and limited community engagement. This study aims to analyze the impact of regulatory frameworks on water resource accessibility in Indonesia, with a specific focus on regulatory effectiveness, key implementation challenges, and the implications for environmental sustainability and socio-economic development. Employing a qualitative-descriptive approach, this research conducts case studies in three provinces—West Java, East Nusa Tenggara, and South Kalimantan. Data were gathered through an extensive literature review, in-depth interviews with key stakeholders, and field observations. The findings reveal that regulatory effectiveness varies substantially depending on infrastructure readiness, institutional capacity, and socio-economic conditions across regions. Major challenges include inadequate investment in water supply infrastructure, low public awareness regarding water conservation, and the exacerbating effects of climate change on water security. To address these challenges, the study recommends strengthening coordination between national and local governments, increasing investments in adaptive water infrastructure technologies, and fostering active community participation in water resource management. By implementing these strategic measures, Indonesia can achieve more equitable and sustainable water resource accessibility.
